Focusing on the needs of enterprise development and industrial transformation and upgrading, we will adhere to innovative development, safety, and controllability, and adhere to scenario-driven and problem-oriented approaches. We will develop a number of intelligent equipment, build a number of smart factories, and expand a number of smart services, promoting the high-end, intelligent, and green development of the machinery industry and providing a solid technical and equipment foundation for advancing new industrialization.
By 2027, digital intelligence technologies will be widely applied in product R&D, design, production, management, and maintenance services. Enterprises with a maturity level of Level 2 or higher in intelligent manufacturing capabilities will account for 50%, and at least 200 excellence-level smart factories will be established, driving the steady improvement of the digitalization and intelligence of machinery enterprises' R&D, design, production, manufacturing, and supply chain management. We will also cultivate a group of system solution providers with both industry and digital expertise, develop at least 200 excellent scenario-based solutions, and significantly enhance service capabilities. By 2030, enterprises above designated size in the machinery industry will have essentially completed a round of digital transformation. Key enterprises will achieve data interconnection and shared collaboration across the upstream and downstream of their industrial chains and supply chains. Key enterprises will deeply apply artificial intelligence technologies. Enterprises with a maturity level of Level 2 or above in intelligent manufacturing capabilities will account for 60%. At least 500 high-quality smart factories will have been built, establishing a comprehensive, secure, and controllable product and service supply system. The industry's digitalization and intelligence capabilities will be significantly enhanced.

1. Intelligent Equipment Innovation and Development Action 1. Conduct research on common technologies and key components. Deeply implement the Industrial Base Reconstruction Project. Addressing shortcomings in perception, control, and execution, breakthroughs will be made in intelligent sensing technologies such as high-speed dynamic sensing and feature extraction, as well as low-power, highly sensitive intelligent sensors for speed, acceleration, and displacement. Breakthroughs will be made in intelligent control technologies such as autonomous learning and optimized control strategies, as well as intelligent controllers such as highly reliable and highly integrated programmable controllers and integrated drive and control motion controllers. To meet the needs of national defense, military industry, and national strategic needs, implement major national science and technology projects, including major R&D programs, and achieve breakthroughs in a number of intelligent equipment, including industrial machine tools, industrial robots, intelligent instrumentation, intelligent testing equipment, safety and emergency response equipment, and deep mining safety equipment.
To meet the people's needs for a better life, develop a number of intelligent consumer goods, including intelligent agricultural machinery and equipment, medical equipment, textile machinery, food machinery, energy-saving and environmental protection equipment, and service robots.
In response to global technological innovation trends and future industrial development needs, accelerate the implementation of major technical equipment research projects, achieving breakthroughs in a number of future high-end equipment, such as humanoid robots and brain-computer interface products.
3. Accelerate the promotion and application of intelligent equipment. Build a number of pilot and verification platforms to support the engineering and industrialization needs of key products in industries such as industrial machine tools, agricultural machinery, medical equipment, safety and emergency equipment, intelligent mining equipment, and mechanical components. Support leading industry companies and research institutes in establishing integrated virtual and real-world testing and verification environments. Accelerate the promotion and application of first-of-its-kind equipment, establish a digital monitoring system for the entire application process, and ensure that risks are manageable during the application process. Develop a number of low-cost, reusable system solutions by industry for typical scenarios such as human-machine collaborative operations, online intelligent testing, and intelligent warehousing, accelerating the penetration and popularization of intelligent equipment and system solutions in small and medium-sized enterprises.
